Key:

Age 0-5: Includes infants and toddlers who are age 5 or less.

School Child: Child who is any age from 6 through age 21

Adult: A person who is age 22 or more.

  1. Medicaid – EPSDT program covers children under the age of 21.
  2. Includes those veterans discharged from active military service and children of disabled or deceased veterans under certain conditions.
  3. Veterans Benefits – For some services preferential consideration is given to mandatory veterans. Discretionary veterans (eligibility is based on income) also must pay deductibles and copayments for some services.
  4. Children under age 18 may receive dependent benefits if a parent is receiving retirement or disability or is deceased. Benefits also may be paid for children 18 or older who were disabled before age 22.
  5. Children may receive disability benefits if child is disabled, not working, and has an impairment that is severe as one would disable an adult. Benefits also contingent upon income.
  6. The Railroad Retirement Board defines disability according to:
  7. Total disability – eligible at any age, if permanently disabled for all regular work and have at least 10 years of railroad service.

    Occupational disability – employee has at least 10 years of railroad service at age 60 or 20 years of service at any age. Will pay occupational disability annuity for their regular railroad occupation. Must also meet service connection requirement.

    Children may qualify for benefits as survivors of former railroad workers if the worker had at least 10 years of railroad industry employment as of the month the annuity begins or at death.

  8. Department for the Aging – Some of the Area Agencies on Aging give preferential consideration for some services to those in economic need.
  9. Special Education Program serves children who are at least age 3 and younger than age 22.
  10. Department of Health – Services vary according to local needs. Some of the programs have income eligibility requirements.
  11. Children’s Specialty Services program serves disabled children who are under the age of 21 and meet the financial and medical conditions of the program.
  12. Department of Health – For Child Development Services, priority is given to children with no other access to services.
  13. Early Intervention Services Program serves infants with disabilities who are age 2 or younger.
  14. Community Services Boards provide directly or arrange for the provision of a wide array of services. Some are provided without regard to specific income limits; access to others is income related and involves payment based on a sliding fee scale.
  15. Woodrow Wilson Rehabilitation Center usually does not serve children younger than age 15.
  16. Department of Rehabilitative Services – There is no income requirement to receive services. However, most services require the individual to take a financial participation test in order to determine whether the individual must participate in the cost of the service.
  17. For Project Network, clients must be at least 16 years old.
  18. VA Council on Child Day Care & Early Childhood Programs – Head Start income guidelines are relaxed for children with disabilities.
  19. Head Start serves primarily low-income children who are 4 years old (some programs serve 3 and 5 year olds). Income requirements are relaxed for children with disabilities.
  20. Department for the Visually Handicapped – There is no charge for an eye examination; fees may be charged for eyeglasses or contacts.
  21. Department for the Visually Handicapped – There is no charge for many basic services; an economic needs test is applied to determine client contribution for some services.
